Professors shouldn't give out "A"s because they shouldn't be involved in the grading function. There is a conflict of interest between teaching students and grading the same students.
If a teacher is ineffective at his job, resulting in his students not learning, he can give them all "A"s, making it appear that he was an excellent teacher.
